International Disability Rights Monitor (IDRM) Publications - IDRM Reports

Regional reports

The primary focus of the International Disability Rights Monitor (IDRM) project is a series of regional reports. To date, the project has completed reports on the Americas and Asia, and a European report is in the planning stages. IDRM regional reports are compiled by local IDRM researchers in each of the countries evaluated. The reports focus on several key areas such as legal protections, education, employment, accessibility and health and housing services for people with disabilities. Regional reports include a detailed report on each country and a report card that compares the progress made by countries across the region.  You can order printed copies of IDRM regional reports or download them below. IDRM: Regional Report of Europe
Completed in 2007, the IDRM: Regional Report of Europe is the first report of its kind to be published following the passage of the International Convention on the Rights of People with Disabilities. Researchers from 14 European countries contributed to this report that outlines the level of inclusiveness of people living with disabilities from across a wide geographical region. The findings from this report will play a key role to upcoming discussions during the United Nation's 2008 Human Right's calendar.

IDRM: Regional Report of Asia
The second IDRM regional report was released in August 2005. IDRM: Regional Report of Asia was presented to the United Nations in August 2005 during the 6th meeting of the Ad Hoc Committee that debated the proposed international convention on the rights of people with disabilities. The report was produced in partnership with Disabled Peoples International and included country reports on Cambodia, China, India, Japan, the Philippines, Thailand and Vietnam.

IDRM: Regional Report of the Americas
The CIR published the first regional report, IDRM: Regional Report of the Americas, in August of 2004. This report was formally presented to the UN during the 4th Ad Hoc Committee meeting. The situation of people with disabilities is comprehensively described and documented for 24 countries in the region. The IDRM research network in the Americas is now in the process of updating that report.

Thematic reports

The most recent IDRM thematic report, IDRM: Disability and Early Tsunami Relief Efforts in India, Indonesia and Thailand, was released in September 2005. The report is a joint project of the CIR and the UN Special Rapporteur on Disability. The project evaluated the availability and accessibility of critical services for people with disabilities during the phases of relief and reconstruction after the December 2004 tsunami. The resulting report provides a look at how governments, international relief organizations and local disability organizations responded to the needs of people with disabilities in the aftermath of the tsunami.

In June 2003, the CIR published the International Disability Rights Compendium. The Compendium is a comparative analysis of the living conditions and legal protections of people with disabilities in 52 countries around the world.  You can view and print Compendium reports by country here, or download the complete report below.

On March 30, 2005, the CIR hosted a joint workshop at the Law Library of Congress. The proceedings, entitled International Disability Rights: An Overview and Comparative Analysis of International and National Initiatives to Promote and Protect the Rights of Persons with Disabilities, contain a follow-up to the 2003 International Disability Rights Compendium. This publication contains legal research on 16 countries around the world. Taken together, the legal analysis of these reports acts as an important counterpoint to the IDRM regional reports, which document the results of such legal initiatives.
