The Center for International Rehabilitation's (CIR) distributed learning program in disability rights aims to provide educational support to the network of researchers and advocates that contribute to the International Disability Rights Monitor (IDRM) project.  Distributed learning focuses on developing instructional materials that can be adapted to different cultures, learning styles and technological circumstances.  The instructional model is dynamic and creates a collaborative and interactive learning environment. The program uses a blended learning format that supplements online content modules, quizzes and discussions with printed materials and face-to-face workshops.

Disability rights courses focus on tools, methods and strategies for promoting the full inclusion and participation of people with disabilities in society and advancing the use of international humanitarian law in ensuring that the rights of people with disabilities are respected and enforced.
 
The online portions of the program are delivered through a program called Moodle.  Moodle is an open source application that easily adapts to the needs of the CIR's constituencies by offering over 50 language packages, offline course delivery options and customizable communication and assessment tools.  By delivering the bulk of its education programs online through Moodle, the CIR is able to reach a geographically dispersed audience in an efficient and cost-effective manner.
